Every governance decision produces a directed acyclic graph node. Intake evaluation (M1), constitutional clause matching (M2), conflict arbitration (M3), and runtime orchestration (M4) are all recorded as linked evidence nodes. The graph is traversable, queryable, and cryptographically sealed. No decision exists without a trace.
SHA-256 hashing with Merkle chain verification on every evidence artifact. Timestamp, agent identity, constitutional clause evaluation results, and predecessor chain reference are sealed per T5-RIGID Rule 1 (append-only). 363 evidence artifacts across 119 directories in the current chain.
